Make quoting a permission controllable by role.

  I kind of like this idea because I'm a mod in a server of over 130k members and it's always getting quote spam, it'd be better to just allow people of a certain role the permission than everyone quoting the same message instead of just pinging the person with their response. It can get hectic most times, and especially when they're quoting a long message or something like wall spam. Hopefully it gets considered.
