New Notification Setting: Slow Notifications

Similar to how channels on servers can be set to Slow Mode, so should we be able to set our notifications for channels and servers to Slow Mode as well. Maybe your friends are having a heated debate in the general chat. Maybe someone's posting 15 memes in a row. But we've all been in the spot where we don't want to outright mute the channel, but we don't want to hear our discord ping us every two seconds either.

Enter Slow Notifications: the notifications setting between On and Mute that allows you to set a minimum duration between pings on any channel or server. You'd right-click the channel or server, and below where it currently says "Mute Channel/Server >" it would have a "Slow Notifications >" selection. Hovering over it would display "Every 15 Minutes," "Every Hour," "Every 8 hours," etc. just like the Mute options, except to only receive a ping from the channel or server at most as often as the duration selected until the option is changed or disabled by the user. In other words, any ping from a server or channel with Slow Notifications turned on will mute that server or channel for the duration selected.
