Remove the ability to DM people for member without a role.

Hello, i'm owning a public discord and we are getting raid botted pretty frequently.
even though the bots doesn't have access to any channel (except one where real member can verify themselves and thus get a role and get access to the discord)

The point of this suggestion is to add a little box somewhere in the UI or directly into the role permission manager, where we can choose what role can DM people.
Almost every day we are flooded with fresh new or even old account that join the discord and just DM everyone with scam link.

This would really help servers owners and the community !
