"Manage Roles" Permission

Hello.

This is a suggestion for the "Manage Roles" permission. Currently, the "Manage Roles" permission allows people to edit roles as well as assign and remove roles.

I am suggesting making these separate permissions. The way my server is currently set up, any one of my moderators can edit, create, and delete roles. I do not want that. That can be abused and my server can easily be ruined by one rogue moderator. I only want my moderators to be able to assign and remove roles. I'm sure there are plenty of other server owners that agree with me.

Please make this change.
