Requirements for Go Live?

As title says above.

Been having some extreme inconsistencies within Go Live. Before Go Live came to live servers, I used the old tactic of screensharing and I was able to stream smoothly at 720p60 (Sometimes 1080p30 depending on what I was streaming). but after Go Live was released, I have been having extremely difficult times streaming my games as my streams would appear laggy and pixelated to hell (Been told I now share my gameplay at 144p1).

I have internet speeds of 40Mbps download and 15Mbps up, this has never changed during my time of having the ability to screenshare. Yet I have friends who struggle with upload speeds (Around 6-7Mbps upload) and can stream at a constant 30fps between 480p/720p.

Has there been some changes regarding to hardware that is required to stream? (I currently have a Ryzen 5 3600 with a GTX 1660 Super, was able to stream with an i5 6400 and 1050Ti), or is there inconsistency with my ISP?
