When a server is in an outage (max presence cap being hit for example), prioritize bots first then let users in.

As of right now as far that I know, when a server has hit max presence and the moderation bot for the said server reconnects for w/e reason. The bot is stuck in the waiting queue, which means the bot is unavailable for the moderators who may rely on the bot for their daily moderation usage. 

If the server is more calmer, the moderators would be fine, sure. But if the server is in a really high traffic, the moderators are more than likely to need the bot in order to moderate (to track deleted messages, allow the bot to censor bad messages, etc).

It would be nice if the bot(s) are prioritized and they get in front of the queue before coming in the server before any users. This would help moderation in a server that's dealing with max presence and are stuck waiting on support to respond.
