Options for 12hr time and 24hr time should not rely on English US and UK

Title. I much prefer 12 hour time but I don't want to use American autocorrect and date orientation of MM/DD/YYYY.

Seperate options for 12hr and 24hr time would be a good idea.

    people have been asking for this for YEARS. discord devs are too busy doing literally anything else it seems
