Difference between 'assign roles' and 'manage roles' permission

I have been wondering for years why this isn't a discord feature (and I have heard a lot of people want this feature too),

Basically, the 'Manage Roles' permission should be split up into 2 different permissions:

-Assign roles: You can give roles to yourself and others, by left-clicking and then clicking the plus, or right-clicking and hovering over 'Roles'. You can only assign roles lower than your own

-Manage roles: Get access to the 'Roles' tab in the Server Overview, and create, edit and remove roles.

This way, for example, your moderators can give your members roles, without having to worry about them deleting all your roles your server has.
