Voice chat: i can't hear anything and when i hear is just some cropped sounds

I have the same problem, there's a way to fix it? I think it's probably my internet connection, but i'm not sure... 

 

Currently i have: 

0.76 mbps in the download sp. and

3.79 mbps in the upload

But it's constantly varying today, so i really don't have idea, but this morning was "ok".

 

Sorry for the very poor grammar and english skills, this is not my main language...
