@role pinging time limit

add a feature that allows server admins to add a cooldown for pinging certain roles. for example, say you have a dead chat pings role. you should be able to add the ability to set a cooldown for at least 5 minutes before people ping this role so that they aren't spam-pinging. would be really useful!
