People talking mutes for about 3 seconds every few minutes

This has been happening to people in my discord server where people are talking for about a minute, and sometimes they just abruptly stop. After a few seconds of silence, the "voice backlog" plays at once, and I hear everything that was being muted over the past few seconds and they are able to keep talking like normal with no interruptions. People have heard the same anomaly happen on my end too, so it's not something that's totally local to me. My ping is only 85ms. This seems to be a relatively recent development. Does anyone have any ideas?
