Role Lock System

We need a feature where we have a Role Lock that only certain Roles can give Roles to people.

Lets say I only want a Lead Moderator and above to be able to give an image perms role and I don't want to drag the role above other roles so that it doesn't ruin role hierarchy and allow other roles to give or have it above the members roles etc. I guess what I am saying is have a lock system where you can put any other role you want to be able to give that role to others and no one else can, even roles above it that has manage roles on that role (lets say a member can have the permission to give that 1 role to another member without having to have "Manage Roles" perm and Admins can't give or remove it even if they have Manage Roles perm and its below their Role.)
