The new "message requests" system should be opt-in.

As a server owner, I need to be able to see when members DM me with feedback. With the new message request system, I don't get notified when people DM me, which gets annoying fast. I get that it can be annoying if you're a content creator and you get a hundred DM requests a day, but that doesn't help the people like me who just want to be kept in the loop about potential rulebreakers.
