[Feature Request] Enable Welcome Screen if Onboarding is disabled
I'm not able to satisfy the requirements for onboarding. I'm OK with not using onboarding since my server is small, but why did Discord have to also disable the Welcome Screen?
It would be nice if they enabled the Welcome Screen for servers that don't use onboarding or don't meet the requirements for onboarding.

second +1 it's so dumb that we can have the welcome screen enabled but not editable?
onboarding is stupid and just extra hoops to jump through that our server doesn't need!0
