increase max file/stream for free accounts

-media 8mb is very low for many reasons. steamchat supports 10mb | whatsapp 16mb (without root) 100mb (root). i think 30mb (free) 70~80mb nitro should be good.

-increase discordgo/stream to:
720p/1080p 30fps (free)
720p/1080p 60fps (nitro)
OR
720p 30/60fps (free)
1080p 30/60fps (nitro)

-let "animated emoji" for free to use too
