Add the ability to limit the number of emotes members can add/change

Hi there,

Our server members want the ability to add/edit emotes to the server which is great for server engagement, but as server owners we still want to have ownership over the majority of emotes so that we can keep the theme of the server consistent with our game and company values.  Would love to see the ability to set the number of emotes that server members can add/edit so that they are contributing to the server but also so that it's not completely overrun with pepe emotes :P
