1 Top Pinned Message in the Discord Text Chat

This is a suggestion. What I meant by this is kind of like the YouTube Live Chat Pin, where even when chat is ongoing there's a pinned message on the top part that doesn't go away unless unpinned. It's just because a lot of people doesn't check or doesn't notice the pins anyways.
