Ability to make voice channel in/under another voice channel (for streaming competitive games for friends)

Suggestion: Make an ability to make a voice channel in/under another voice channel with the possibility to watch streams from the above voice channel. It may be specific for my server, but we often watch friends play competitive games while we wait for a spot to open in the next game. Would love the ability to watch my friends play while still have the ability to talk with the other watchers who doesn't play. 

We almost always play competitively and need silence, so watchers need to sit tight and shut up while watching as of now...
