Channel/Server options for role restrictions on reactions are insufficient

The channel permission for "Add Reactions" only prohibits adding new reactions to a post, and there is no setting to completely prevent roles from adding to existing reactions. It should be possible to restrict roles from *all* reaction engagement, especially as this is a common way to run polls or voting on servers.
