Add chat cooldown for certain roles?

See, when someone is spamming in the chat and you dont wanna mute them, nor do you want to add a chat cooldown for the whole server. You should be able to add specific cooldowns for chat for certain roles. This would help monitor servers while keeping everyone respectful and happy!
