New Channel authorization

Hello there,

on our discord server we had the idea for a new permission.

With this permission you can join into a speech channel with a limited number of members (e.g. 10 Members maximum), wich is already full.

But that permission should be a new permission on its own.

However, members should have the permission to go into full channels without the role of aministrator

  Hey it seems like you will need to give either administrator or the move members permission to join full VCs
