[Account setting] Add an option to toggle the Spotify auto-pause feature and a drop down menu to extend or shorten the time of mic transmission to trigger the auto pause

Prologue:

I only just noticed that Discord added this feature while I was singing along to a song in a stage channel while as a speaker, which had startled me because I thought Spotify was buffering for a second.

How this would change Discord:

well, it'd prevent people from being startled when all the members in a server are just regular users and zero music bots, and disabling the toggle would prevent Spotify users to constantly have to unpause their music every time someone speaks over their allotted time. 

To sum up:

Discord users should have a toggle in their Voice & Video setting that would disable the Spotify auto-pause feature and a drop down menu right under the toggle that would allow a user to shorten or extend their speaking time before Spotify auto-pauses.
