Send Expression permission separate of Send messages, merge Use External Emoji/Stickers/Sounds and remove welcome sticker button after use.

This is an idea, some ideas are good, some just make you think.
Merging use external emoji/sticker/sounds to use external expressions is consistent.
It's about features that have a light effect on the experience, like the view message history.
Adding a separate “send expressions” would allow users to send emoji (currently 30 max kinda), welcome stickers and soundboard sounds, while not being able to chat. This would require the welcome sticker to be disabled after 1 time, like an ephemeral.
But it also means people can use these in progress or log channels where they shouldn't be talking, but still want to show their appreciation. This would require channel permissions for timeout per role, so ppl with the role allowed to talk won't get the timeout.
Lastly, besides external server, bot server, current server and built in all could be separated (this could be nice for gaming bots).

There could also be separate permission to allow media without allowing messages, some permissions about link domains, but that's out of scope for this feedback.
