Reply mention default value

Years after some user asked for a option for default mention on/off when reply. And no solution was given. These really cause tons of pings from messages that are usually not important. Honestly, mention someone should have cost(a click). I prefer default OFF in any situation, but offer an option for default value is also acceptable.
