Blocking user's IP in Direct Messages

We all know those users that DM advertise you the whole tine and than when you block them in dm's than they come back with a new one. There should be an option to fully block messages from these users. What you opinion on this?

    They could easily get around it with a proxy or VPN

    well how do I report said user for slander and making threats for DMs though
