Keep connected/max VC users indicator on hover if no icons are present

New UI: https://i.imgur.com/aOFuXRs.png (vs) Old UI: https://i.imgur.com/hGXhIvO.png — When you hover a VC with max users set, the new design makes the indicator disappear on hover, regardless if there's any icons to replace it or not. This looks bad in my opinion.
