Allow server regions to be set per-channel

In a server with people all over the world, it'd be nice to be able to have different voice channels have different regions set up, so everyone gets a decent connection. It'd also be nice to be able to easily switch to a different region if someone has a dodgy connection.

  Yes I 100% agree. Several of my clan servers could be amalgamated if this was implemented. And this would be better for the cohesion of the global community.
