VC Join/Leave slowmode

Ever hate it when people spam joining and leaving VC, as you keep getting the notification sound effect? 

If we could have an option to add a timer to how fast users can join or leave, it would prevent the annoying sounds from spamming. I know that the sound can be turned off, but that won't let me know when a user joined to genuinely engage in VC.

  For privacy reasons, join to leave cannot and should not be rate limited; but leave to rejoin certainly could.
