Add ability to disable viewing permission of NSFW channels to certain members

This is already possible to do by adding a role that is prioritized above many of the other roles that disables viewing as well as having to jump through some hoops for. You can sometimes disable it for individuals but it doesn't always work. The NSFW warning screen is great for covering your rear end on legal issues but I would rather be able to take it a step further and be able to manually disable it for members you find out lie about their age.

The best solution I have come up with is add the ability to add a role or flag an account (staff only) and will lock them out from viewing the channel history of any NSFW marked channels. Allow them to still click on the channel but be blocked by a message of "You are unable to view this channel do to being disabled by staff for NSFW. Click here to learn more" or something. 

This reason this is such a big issue for my guilde is that color roles help us know ranks and structure. Not to mention it puts a target on the younger members we do not want in those channels. We are unable to many other solutions as our server has security features set up that do not allow you to view the server until manual access is given by staff, making our breathing room on creating a role more strict.
