Two-Factor Authentication scaring away people/hampering their use that are not required to use it

So our server has the 2FA forced for the moderators and in its wake also everyone else is pampered with the 2FA announcement.

Its seems unreasonable to keep flickering the prompt to people that are not required to enable it. Normal users get annoyed and confused with no reason.
