Discord custom emojis with permissions.

Hi! 

As I was managing my own server I was thinking
Could I make it so that only a person with a role 
can use a emoji
like emoji's for different permissions 
That lets say a person can't use a emoji while his friend has a cool role can
 

I thought this was a good idea!
