Online/offline option to all roles, especially for @here & @everyone or separating them at least

We are using discord to bring together couple thousand people with different time zones, interests and roles while trying to keep the notification spam in minimum.

Now as people are scattered on multiple channels with different kind of visibility levels gaining attention for those that are online right now is done with @here and that's just great.The tagger knows he is not bothering anyone that can't help right now and number of tagged persons is reasonable.

But nothing prevents from using @everyone instead of @here and that suddenly draws attention from nearly thousands of people that can't help when the message was posted. Handful of that kind of notifications and soon the person mutes @eveyone tags and  as also the same option mutes @here while tagging starts to lose its usage.

While @role is great addition to the options it shares the problems with @everyone. Handful or dozen pings while you were offline and soon those are muted also.

By dividing pings to two categories to also include offline members or only those online right now there would be less muting and the features keep their value.

This suggestion also highly correlates with my follow up suggestion of @likewise.
