Allow servers to opt out of adding roles contributing to bypassing verification levels

Many servers use role systems in order to organize and/or modify their members. Most prominantly, some form of "verified" role is implemented, whereby members must meet a certain criteria or go through a certain procedure to obtain in. However, this bypasses the verification level. Therefore, I am proposing an option that - along verification levels - can toggle whether or not adding roles should allow users to bypass the required verification level.
