I would like to suggest that the person who has administrator permission can have free use of the role hierarchy, that is, they can move and modify roles that are above their administration role

  I like this, mabye in another privalage that doesnt get automatically added to roles with admin, but this would be nice

  Administrator already has permissions to manage roles, simply move the role above whatever you want to edit.

  my idea is focused on servers in which the owner is not present and has a bad hierarchy of roles, and the administrator cannot make aesthetic changes to roles that are above his role, that makes some tasks difficult :D
