Message emojis limit

I think it would be interesting to see a way to change the maximum emojis per message, of course there would still be a number you couldn't go above (for obvious reasons). 

I believe that the ability to customise this gives users more control and configuration over their servers and would make it easier to stop unwanted reactions being added or too many.
