Ability to disable / enable a permission to post links in channels.

Within our community due to the risk of scams and philshing from links, we chose not to allow public (everyone) to post links in chat, for Twitch subs, staff, VIP's and patreons we have channels for some links (EG self promotion to post a link to their stream or youtube content)

I feel a permission should be to enable / disable posting links (I know there are embedded, but that is not all links).

  The only way to achieve this at the moment is to use a bot and I agree that this feature should be available by default.

  This should be a native feature of discord permissions. On top of this, we should be able to create a whitelist of domain exceptions for groups that may have requirements independent of discord - eg. a company or university whitelist.
