Reaction voting

It's not that uncommon to find a voting on Discord where the announcer will explain what's being voted on, and then react to their message with checkmarks and crosses so people can vote. It works fairly well, but it'd be nice if the announcer (or anyone with permissions for it) could make a certain reaction stay on the message even when it's at 0. That way the announcer themselves won't have to vote for every option to make the reaction stay available.
