People without a role are being pinged when doing role-pings

This is super annoying. When I want to ping people for "@Fractals" I don't want everyone in the server with push notifications/desktop notifications getting a ping. I just want people with that role getting any sort of notification. This is, I guarantee, how Discord MEANT to set it up.

This is a BUG.

It hasn't been fixed for over a year since I became an admin of a 4k+ member server (now is around 6.7k members).  We are a community, discovery enabled server so we have a LOT of roles that we want to ping based on the specific needs and this just doesn't work. I cannot be pinging 6k+ people if they do not want pings.

Before you recommend users "Suppress role pings", that suppresses ALL role pings including ones they are actively using. What do you recommend, exactly?
