The gifs wont work

Okay so I'm in a server and the gifs DO not work, they don't even send. It'll send for a split second then disappear. We kicked every bot and all, but nothing changed. It goes for the whole server not just me. It's been like this for quite a while, we've been trying so hard to fix it.
