Bug: Push-to-talk guild permission changes user settings

If you remove the "Use Voice Activity" permission from a user in a guild, that user has their push-to-talk setting enabled globally and they have to change it back in their settings even after they get the permission. I've seen it happen before a while a go, and can now finally reproduce it easily.
