Give spammers problems to post via "post throttling"
Hi,
In the forum world, (in most professional forum software) you can give newly gained users a throttle until they've posted a good number of posts. In other words, if a user is new, they have to wait more than X minutes to post new posts and it stays that way up until their Xth post.
For instance, a new user must wait 3 minutes between posts, before they can post again, and after the 15th post, they can post without the throttle. That would mean spammers would need to post 15 times 3 minutes apart to start spamming. Also, over 15 posts, the admins/ moderators can see if the posts are sensible or junk.
This can stop spamming a lot.

Slow mode already exists per channel.
Though we'd need role and channel permissions to bypass slow mode.Server-wide slow mode would also be a good idea.
As for the timing, 3 minutes doesn't seem to make as much sense in an instant messenger as it does in a forum. Forum posts are long format while instant messages are short format.
Half a minute seem more reasonable if you expect your users to be able to take part in a conversation. But that's of course up to you as an admin to set as you like.

I think i can see what you mean, with a bit less that 3 minutes (something like 5 seconds) a slowmode for new users definitely sounds like a good idea, maybe needing 50-100 messages to get rid of it or having it taken away by an admin (like timeout?)
It'd definitely go in medium verification level (in moderation tab) as to come before the 10 minute wait after joining, and probably restricted to community servers.
