New type of pinned comment
In addition to the pinned message section that can be reached via the pin botton, there is should be a way to actually pin a single message to the top of the channel, that remains there until minimized and returns everytime the reader returns to the channel.
Reason: People don't check the pinned messages. They don't check it, when they enter a channel. They don't check it, even when they are searching for stuff. They certainly don't voluntarily check it for channel rules. It is unintuitive.
PS: The Pin Icon should highlight the number of pinned messages at all times like a message that hasn't been read (i.e. the red circle with white number), to indicate that there is something pinned and something to read first.

To have the option to make a pinned post more attention-grabbing is nice, I don't know about the "pin a single message to the top of the channel" if that would be a good way of doing this, but it's a good idea. A similar/better way should be able to figure out I am sure and I agree that pinned messages should be better. At least have options to make a specific message stand out.
The part about the pinned messages icon I 100% agree with! That it would be a notification for everyone or similar is maybe a bit extreme since it triggers a lot of people, but maybe having a type of different colored icon if there are pinned messages that are marked as "important" for instance, making pinned messages of your choosing stand more out. At this point I am starting to think that text channels need better description features. Especially for when all servers get "Home" screens.
