Add private posts in forums

Add private posts to forums. Could be a great alternative for a ticketing system.

  This would be amazing as you could use it for tickets, and even applications, appeals and more.

  I'm in full support of this as well. It's the one thing holding us back from being able to use the forum feature on our server.
