Suggestion to allow choosing who can see stream/webcams in a channel

Sometimes when in a call with friends we like to put our cameras on, but if other people join and don't want to keep them on it can suck. Perhaps there could be an options to choose who can see a video stream in a channel. 

Also could be used if you're playing games and stuff in a channel
