Allow Markdown Editor for new Rule Screening feature

The new rule screening feature is nice, but it is very limited for extensible rules, especially if they have examplary images or sub items (e.g. §2.1)

To make it consistent with previously existing rules (just normal chat messages), it would be nice if it could just be one textarea with markdown support instead of multiple items added by clicking "Add Rule".
