[Idea] Tie-in server Moderation level 'High' into Rule Screening

This a fairly simple suggestion! 

Discord recently introduced a Rule Screening Feature that prompts up newcomers for your server to agree to the rules in order to gain access to it. 

Gaining a role, any role, obviously would override this feature and that is why Discord implemented the 'pending' flag in developer settings in order for bots to delay handout of an auto-role until after agreement. One of the most notable bots, MEE6 has already introduced this as a feature. 

Because of this, those who will agree to the rules will gain a role. However, this still bypasses some of the Moderation level features. 

My suggestion would be to incorporate those features into rule screening, so they're still used and help protect one's server.

For example, let's say my server is set at level 'High' and requires a new member be apart of the server for at least 10 minutes before being able to speak. Instead of just a check for a verified email, you could also have a 10 minute timer before they can agree to the server rules (via Rule Screening).

Discord already has the 'Highest' feature requirement implemented into Rule Screening, requiring verifying a phone to your Discord account. I do not see a reason why you couldn't add a timer capability there as well.
