Whitelist certain IPs from Rate-Limiting (IFTTT, etc...)

Hey devs! Hope you're well! Wanted to suggest whitelisting certain IPs from large services that users use (i.e. IFTTT) from being rate limited. I set up a service in IFTTT just now and it's taking around 15+ minutes for it to successfully run, since IFTTT's server is being rate limited to hell. For ease of use for those of us who don't want to have to apply to be a dev at twitter and make a chatbot just to send an announcement when someone tweets, can this be fixed? Thanks! :)

    I think discord may just be like, "get a better hoster lol."

    There was something like from discord to be honest, the person was using repl.it and getting rate limited and the discord employee said get a proper vps. (something like that, maybe rudely, I don't fully remeber)
