Ability to have role colors and role functions at different priorities

Let's say you have a server with roles made to change the color of your name with no other function. Things start to get a little confusing when trying to order the roles in the roles list.

With the roles ordered like this, the color role, "Red", works for everyone, but imagine if the "Admin" role has the ability to give themselves and other people roles. Anyone with this role would not be able to give another member the color role because it is set at a higher priority.

If you rearrange the roles like this, the admin would be able to freely give anyone the color role, but it would not work on them because the admin role is now a higher priority.

The solutions to this would be kind of janky, so it would be nice if the priority of roles able to be given to other members and the priority of the colors were separate.
