Shoutcasting feature / observer mode / voice room divider

Would like to put up this enhancement feature to the discord developers. Currently we do in-game tournaments for games that we play and discord has been a very big help for us. There would be times that the games we play for pvp would have no in-game "observer" feature for us to officiate/watch the matches. Instead we ask the players to do a share-screen on the discord of how they play and we watch them from there. This is a great feature and very helpful for us all in all, however here comes in the game streamers from facebook / twitch / youtube / etc.
1. We would like to be able to have multiple persons shoutcasting(talking with each other) on the same rooms of the players without disturbing the players' communication. (something like a room divider but on the same sharescreen/presentation)
2. We want to be able to create a room where we could stream the games being shared by the players on other social media without killing the quality of the video being shared.
