video decoding is bad

RX 570
16 gb ddr4 3200 speed ram
pretty good internet speed

My computer should not be buffering with these specs (I don't have a ton open), something done during the last update or 2 broke the encoding for all video (*.mp4, *.mov, you name it) to where it will only load in a second or 2 at a time, then stop buffering, and when it does attempt to continue loading as it's playing, it becomes a laggy mess. It wont load beyond that, and it doesn't load fast enough to keep up, where it had none of these issues before.
